Term Definitions Related Policies
Actual Travel Expenses
Reimbursement for the actual amounts incurred by the Board Member, student or employee for lodging and meals during travel, capped at the maximum rates allowed pursuant to the Act.
Adjunct Faculty
Contracted to teach on a course by course basis.
Adjunct Faculty Member
Contracted to teach on a course by course basis. Refer to Policy 4-44: SFCC Employment of Faculty for further description.
Administrative functions
those that support the operations of the College. Examples include, but are not limited to, producing marketing and promotional materials, writing computer code and applications, developing training materials, producing procedure manuals, writing policy, and all products of College committee and task force work.
Administrative Leave or Campus Closure
applies when the College is declared closed by the President (e.g., cases of inclement weather, emergency, etc.) those employees required to work during the specific time period that has been declared as closed shall be granted compensatory time off at the straight-time rate unless the employee qualifies for overtime pay.
Administrative Leave Pending HR Investigation
A temporary reassignment or administrative leave/investigatory suspension, as appropriate, may be used as an interim measure for at least two reasons:  (1) to allow the investigation to proceed without disruption of evidence, or (2) to preserve a safe, orderly, and professional work environment.
Adminstrator
for the purpose of College policies, refers to those employees whom the President has assigned specific management duties and responsibilities.
Admission Requirements
are courses, skills, exams, certifications, or application materials that must be completed or provided before a student may be admitted to a degree or certificate program.
Adverse action
An action taken to try to keep someone from opposing an alleged SFCC policy violation, or from participating in a proceeding related to an alleged policy violation. Examples of adverse actions include: • Employment actions such as termination, refusal to hire, or and denial of promotion. • Other actions affecting employment such as threats, unjustified negative evaluations, unjustified negative references, or increased surveillance, and • Any other action such as an assault or unfounded civil or criminal charges that are likely to deter reasonable people from pursuing their rights Adverse actions do NOT include petty slights and annoyances, such as a negative comment in an otherwise positive or neutral evaluation, “snubbing” a colleague, or negative comments that are justified by an employee’s poor work performance or history.
Affiliate
A group or organization that is an extension of the College, such as the Training Center Corporation, Higher Education Center, SFCC Foundation, student organizations representing the College.
Agency Funds
Are monies held by the College acting as custodian or fiscal agent. These funds may be held on behalf of students, student clubs, faculty, staff, organizations, or some other third party and are not considered funds of the College.
Alternate Placement
Is the attempt to place a qualified employee with a disability in another position at the College. Alternate placement is attempted only if the Office of Human Resources and the employee’s supervisory chain to the Vice President level determines that no reasonable accommodation can be made to enable the employee to perform the essential functions of the current position.
Alternate-Time Assignment (ATA)
An assignment of a full-time faculty member to duties in lieu of teaching responsibilities.
Appearance of Impropriety
is a circumstance that appears to a reasonable observer to be improper, whether or not such a circumstance is an actual violation of policy or law.
Applicable Per Diem Rate
the maximum reimbursement rates allowed pursuant to the Act. Maximum rates of reimbursement in this policy shall automatically increase when they are increased in the Act.
